The Collapse of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from various governments. Significant resources is expended on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity provided through up-to-date information. From witness perspectives, military aircraft that had been deployed to counter approaching cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, protecting urban areas from devastation and another blackout.

Persistent Threats

Soon after, a heavy machine gun engaged a unmanned aircraft close by, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv greeted the morning news: seven people killed, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on international aid – a dependence that neighboring countries are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, persist.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is impossible to force Russia to abandon the land that it already controls in Ukraine's occupied territories.

The issue is that while accepting these circumstances, American administration does little to discourage Russia, through words or deeds, from thinking that the current condition will not evolve additionally in its benefit in the near future.

Opposing Positions

Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a total frontline collapse until situations evolve in its advantage.

Current Realities

Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: political desires to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their attention does not move to internal issues. And although their task will now be much harder after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
